The activities of Department of International Affairs of Iranian Medical Council




Medical Council of the Islamic Republic of Iran (IRIMC) is the nation's largest independent and Non-Governmental Organization in the field of medicine.

Founded in 1964, Iranian Medical Council is responsible for licensing, , and registration of all health care professionals (except nurses) to practice in Iran as well as advocacy for health care professionals' and patients' right.

 

All Iranian medical, dental and pharmaceutical associations are affiliated to IRIMC and it regulates bi or multilateral collaborations between health care professionals and other associations nationwide and worldwide.

IRIMC strives to achieve the highest possible standards of healthcare practice through holding continued medical & dental educational programs and active cooperation with national scientific medical and dental associations.

 

 

In May 2013, Dr. Alireza Zali was elected by the IRIMC General Assembly as the President of the Medical Council of the Islamic Republic of Iran for a term of four years.

 

An accomplished academic medical physician, neurosurgeon, medical scientist and administrator, Dr. Zali prior to be elected as the president, served as the chancellor of Shahid Beheshti University of Medical Sciences. He has served as the board of directors of some medical universities as well as the board of trustees of two Iranian Medical Universities.

 

When he took office May 2013 with the vote of Iranian health care professionals, the idea of global partnership for health enshrined in objectives and schemes for the 9th term of IRIMC presidency.

It can be described as active International collaboration with certified medical, dental and pharmaceutical associations as well as councils which includes interchange of academic & scientific information between Iranian health care professionals and their counterparts around the globe.

The outcome flourishes the national academic ambience and will lead to improved and sustainable health care which is in accordance with UN 2015 Millennium Development Goals and the main objectives of IRIMC Constitutions and ByLaws.

 

Due to put IRIMC global strategies into effect, IRMC Department of International Affairs officially began its operation since October 2013.

 

Dr. Shima Naghavi DDS (graduated from Shahid Beheshti University of Medical Sciences, fluent in English & French, with expertise in international affairs) was appointed by IRIMC President as Director of International Affairs Department and Acting Director of International Education & Research. Furthermore, renowned healthcare professionals have been appointed as Councilor and Advisors of International Affairs .

The purpose of IRIMC International Affairs Department is:

1) Definition and regulation of IRIMC global strategies

2) Promoting educational and research cooperation in medical & dental sciences between Iran and other countries.

3) Promoting and facilitating the relations between Iranian health care professionals and their counterparts around the globe.

4) Cooperation with WHO and other UN subordinates regarding achieving sustainable development in the field of medicine.

5) Collaboration with UN to help achieve the 8 United Nations Millennium Development Goals by 2015

 

The comprehensive manuscript of objectives and schemes of IRIMC Department of International Affairs has been uploaded in the English version of the official website of Iranian Medical Council.

 

The global strategies of Iranian Medical Council has been set by active consultation with renowned & internationally recognized Iranian healthcare professionals, the elite of national health profession, experts in international affairs as well as the viewpoints & attitudes of Iranian physicians, dentists and pharmacists who took part in an Internet opinion poll arranged by Department of International affairs.

The Editor-in-chief of IRIMC English Website is Dr. Shima Naghavi and it is conducted under direct supervision of IRIMC President.

 

IRIMC Department of International Affairs has built good relationships with prominent Iranian healthcare professionals who live abroad through actively engaging them in IRIMC international activities. IRIMC has appointed noted Iranian healthcare professionals as its representatives in other countries for boosting educational and research cooperation between IRIMC member colleagues and certified institutes around the world.

Through active relations build by IRIMC representative in UK, IRIMC has been connected to BMA which is an internationally recognized medical association. Recently, IRIMC hosted Professor Sir. Marmot who is an internationally acclaimed physician, the President-Elect of World Medical Association and the former BMA President.

Dr. Zali and Sir. Marmot agreed to boost cooperation between Medical Council of the Islamic Republic of Iran and BMA as well as WMA through holding regional workshops. IRIMC President and WMA President-Elect also agreed to put forward the membership of Iranian Medical Council in WMA.

 

For appropriate response to the concerns of Iranian doctors living abroad that were presented to IRIMC by its representatives, three fruitful meetings with high ranked officials of Iranian Ministry of Health and Foreign Affairs were held. New measures regarding facilitating the registration within Iranian Medical Council and obtaining license to practice have been set. The measures will be announced after related legal proceedings are done.

 

Regarding active cooperation with Iranian healthcare professionals, a letter has been sent to all national medical, dental and pharmaceutical associations by Department of International Affairs asking them to introduce their representatives in international affairs. 80 associations presented their representatives whom IRIMC Department of International Affairs has got a close connection with.

 

For enhancing the proficiency and competency of IRIMC as the voice of Iranian healthcare professionals nationwide as well as worldwide and to raise it to eminence as a notable Medical Council, some official meetings were scheduled between IRIMC senior delegation and Ambassadors as well as top official bodies of the embassies of European countries in Iran which are as follows:

 

 

On Tuesday, 14th January 2014, a meeting between IRIMC Senior Delegation and His Excellency Mr. von Ungern-Sternberg, the  Ambassador of the Federal Republic of Germany took place in German Embassy. The  Ambassador of Germany was very pleased to meet with IRIMC President and expressed his commitment to advance mutual relations. "Bilateral projects strongly inspire and promote cordial relations between health care professionals of Iran & Germany." The honorable  Ambassador of Germany said. He added:"German Embassy can facilitate the formalities of issuing visa appointment for Iranian health care professionals who want to attend congresses & seminars held in Germany." IRIMC President highly appreciated German Ambassador's speech and expressed his gratitude for the hospitality of His Excellency Mr. von Ungern-Sternberg, and the opportunity to have such warm and productive discussions. IRIMC President was joined in the meeting by Councilor  for International Affairs, Deputy for Education & Research, Dr. Naghavi, Director of International Affairs, Prof. Mehrabi,  Director of Public Relations, and Mr. Khanbodaghi, Honorary President of Iran-Germany Chamber of Commerce. As a result of this fruitful session, IRIMC became the member of Iran- German Chamber of Commerce which one of its benefits for IRIMC members is facilitating getting the visa appointments.

 

 

On Thursday 27 February 2014, IRIMC hosted Mr. Pierre-Andrte Lhôte, the Scientific and Technical Attaché of the French Embassy and Ms. Zohreh Mirbaha, the Expert in Academic Cooperation of the French Embassy in Tehran. IRIMC President, Dr. Alireza Zali, warmly greeted the official bodies of the French Embassy and underscored the great influence of France regarding academic interchange of scientific information with Iran in the past century which led to modern application of the Medical Sciences in Iran.  "French not only was the premier scientific language in the field of medicine in Iran, but also many Iranian applied for higher education in France that among them are many noted & noble health care professionals who have served the country as academic professors and practitioners." Dr. Zali said. He added:"As Iranian health care professionals have a long history of cooperation with their French counterparts and regarding the contemporary prominent position of France in the field of medicine, IRIMC aims to enhance cordial relations in all medical fields between Iranian & French health care professionals."

Mr. Lhôte was very pleased to meet with IRIMC president and highly appreciated warm welcome of IRIMC official bodies. The Scientific and Technical Attaché of the French Embassy in Tehran strongly welcomed the new approach of Iran Medical Council and expressed his willingness to facilitate academic & professional relations between two countries. He added:"Many noted Iranian medical doctors and dentists work in France who have established Franco-Iranian Association for Medical and Scientific Cooperation (ACMSFI - Association de Cooperation Medico-Scientifique Franco-Iranienne) which can positively affect the strong bonds between two countries." Dr. Naghavi also mentioned some important future plans of IRIMC which was welcomed by Mr. Lhôte, and he expressed his willingness to promote the proclaimed projects. One of the topics mentioned in the proclaimed meeting was facilitating the process of visa appointment for Iranian healthcare professionals who aim to participate in congresses and short-term educational courses held in France. It was welcomed by Mr. Lhôte and he expressed his willingness to promote it. On Sunday 4 May 2014, another meeting was held between Mr. Lhôte & Dr. Naghavi, the Director of IRIMC International Affairs due to set a protocol for cooperation between IRIMC Department of International Affairs and the Scientific Section of the French Embassy which is as follows:

1) The scientific section can facilitate the procedures of appointments for visa. The visa section for the French embassy remains responsible for the final decision of the visa.

2) A request of appointment must be sent at least five weeks before the departure. About three weeks are needed to get an appointment and about two weeks are needed for the administrative procedure of visa (short term duration).

3) IRIMC should send the passport copies of visa applicants as well as the documents that verify a congress or related event would be held on France.

4) The scientific section would inform IRIMC about the appointments for visa applicants.

5) Iranian health care professionals should meet all of the following criteria

                                                       

a)      They should be registered by IRIMC

b)      They should aim to participate in congresses & short-term educational courses held in France

c)       The should be well aware that this procedure does not include their companions

d)      And they should thoroughly follow the process of issuing visa which is described as follows:

          All necessary documents for granting a visa should be submitted to the French Embassy.

          IRIMC would just refer the documents needed for getting appointment to scientific section.

 

6) An assessment of this procedure will be done after six months.

 

The procedure started from first of October 2014 and would be in effect for an initial period of 6 months.

 

On Tuesday, 11th March 2014, a meeting between IRIMC senior delegation and His Excellency Mr. Friedrich Stift, the Ambassador of Austria took place in the bureau of Austrian Embassy Commercial Section in Tehran. Mr. Stift who was accompanied by Mr. Georg Weingartner, Austrian Commercial Counselor , and Ms. Salomeh Saidi, Austrian Marketing Manager, warmly welcomed Dr. Zali and IRIMC senior delegation. Mr. Stift mentioned that it has been a long history of cooperation between two nations and Austrians have been inspired by Iranian rich culture as well. Dr. Zali agreed with Austrian Ambassador and added:"Islamic Republic of Iran Medical Council (IRIMC) aims to enhance academic relations in all medical fields between Iranian & Austrian health care professionals." "As IRIMC represents almost all Iranian health care professionals and due its independent nature, it is the main body which can effectively promote and facilitate academic, educational, and research cooperation between Iranian & Austrian medical, dental, and pharmaceutical professionals." IRIMC president said. Mr. Stift who was very pleased to meet with IRIMC president, expressed his willingness to advance mutual relations between health care professionals of two countries. IRIMC future plans were discussed in detail by IRIMC Delegation, which was highly welcomed by His Excellency and Austrian official bodies presented in the meeting. They expressed their willingness to promote the proclaimed projects. IRIMC senior delegation and Austrian Ambassador came to several agreements which will be announced subsequently.

Dr. Zali highly appreciated the hospitality of His Excellency Mr. Stift and the opportunity to have such warm and productive discussion. IRIMC president was joined in the meeting by, International Affairs Councilor, Dr. Naghavi, Director of International Affairs, and other IRIMC representatives..

 

On Monday 19th May 2014, IRIMC hosted His Excellency Mr. Friedrich Stift and the Austrian Delegation.

IRIMC President, Dr. Alireza Zali warmly greeted the Ambassador and Austrian delegation at the venue of Iran Medical

Council. Mr. Stift who was accompanied by Dr. Georg Weingartner, Austrian Commercial Counselor, Ms. Salomeh Saidi, Austrian Marketing Manager and Austrian Medical and Pharmaceutical Equipment Delegation, was very pleased to meet with Dr. Zali and highly appreciated warm welcome of IRIMC official bodies. Mr. Stift emphasized that it has been a long history of cooperation between Iran and Austria. He mentioned that many noble and high-ranked Iranian medical doctors and dentists work in Austria who can positively boost the relations between two nations as well. "Austria highly welcomes academic, educational, and research cooperation between Iranian & Austrian medical, dental, and pharmaceutical professionals and Austrian Embassy will promote this process."Mr. Stift said.

The Austrian Delegation expressed their commitment to cooperate with Iranian Health Facilities and presented their field of activities which were as follows: -pharmaceutical and medical equipment; -planning, renovation, consulting of hospitals; -Clean Air Technology for hospitals and pharmaceutical plants; -pneumatic tubes for hospitals; -medical equipment and clean room technology; and -nurse call and fire call alarm systems.

Dr. Zali welcomed the Austrian Delegation and expressed his willingness to advance and promote the cooperation between Iranian Health Facilities and Austrian Medical Equipment Companies although he stressed that Iran Ministry of Health remains the principal body in this issue. "The demand for a specific medical equipment of either public or private health facilities would be referred to the committee of Iran Ministry of Health, and if the committee confirms the demand based on Iran health priorities, the medical equipment can be provided from available sources."IRIMC president said. He added:"As all Iranian hospitals and specialized care centers are affiliated to Iran Medical Council, IRIMC can promote the relation between Iranian Health Facilities and Austrian Medical & Pharmaceutical Companies."

Mr. Stift highly appreciated the hospitality of IRIMC President and the opportunity to have such warm and productive discussion. The  Ambassador of Austria and Austrian Delegation were warmly convoyed by IRIMC official bodies.

 Dr. Zali was joined in the meeting by International Affairs Councilor, Dr. Naghavi, Director of International Affairs, IRIMC representative in UK who is Consultant & Senior Lecturer of Queen Mary University of London and representatives from IRIMC Public Relations and Deputy for Education and Research.

 

On Tuesday, 7th April 201Historic IRIMC International Agreement Cooperation and Affiliation Agreement was signed between IRI Medical Council and Health Department of Austrian Federal Economic Chamber which can be mentioned as a milestone in the history of Iranian Medical Council.

The signing of the MoU was a breakthrough not only for the IRIMC Department of International Affairs but also for the national health system as it will effectively enhance medical, dental and pharmaceutical cooperation between Iranian healthcare professionals and their Austrian counterparts. Dr. Zali remarked.

 

In the signing ceremony in which His Excellency Dr. Stift, the Austrian Ambassador, Dr. Zali acclaimed the agreement reached between Iranian Medical Council and Health Department of Austrian Federal economic Chamber (WKO) and hailed it as a breakthrough in the history of Iranian Medical Council.

 

Dr. Zali acknowledged the contributions of the IRIMC Department of International Affairs as well as great support of the Austrian Ambassador and said:" I would like to take this opportunity to thank my colleagues in the department of International Affairs because of their earnest efforts to make the department a complete success and want to extend my sincerest appreciation to Dr. Stift whom without support this MoU and good relationship could not be achieved."

 

Dr. Zali described the clauses of the agreement and said:" Under this agreement, the types of cooperation may include reciprocal exchange of experts and prominent health care professionals, collaborative research projects, exchange of publications, reports or other academic information, participation of Iranian and Austrian health care professionals at seminars, congresses, and events in the medical field, cooperation between hospitals, collaborative professional development and other activities as mutually agreed.

The agreement will remain in full force and effect for an initial period of 3 years and can fulfill the objectives of IRIMC global strategies."

 

The Austrian Ambassador expressed his support and willingness to put forward the agreement and said:"The agreement has opened a new chapter in the scientific collaboration between 2 countries and put the medical, dental and pharmaceutical cooperation in new level."
